My A/C quit in July, but I have a ceiling fan and 2 small portable fans for sleeping and in the kitchen. I intend to wait out the heat and replace the a/c in the fall when it's cheaper.
I also have a 'cobber', a cotton tube with crystals inside. Soak it in cold water to hydrate the crystals, tie it around your neck and it cools you all day. When it feels warm, roll it over so the cool side is on your skin. You could use a wet twisted towel or cloth. Put it in the freezer for a while to chill or freeze!
If you have a basement, it's likely 10* cooler down there!
Use your freezer inventively. Ice packs, freezie packs,
put your underwear in the freezer before dressing.
Put all your clothes in! Keep cool.

Sometimes the fabric that you wear may play a role. Try to avoid fabrics that tend to retain heat such as wool. For instance, cotton is best during summer. Always carry water around with you. If you don't have air-conditioning you may wish to try a small fan which may help to alleviate the heat especially at night. Keeping your hair wet can also help. A large cold drink or ice-cream can never hurt. Meanwhile, enjoy the summer; have fun and make the best of it.
